Description:

At the national level, there are 4 different pricing zones concerning the grid tariffs, the tariff is highest in north Sweden and lowest in the South, which punished northern producers. Additionally, the producer share for financing grid operation is high in international comparison and the TSO wants to increase even further. At the regional level the producers experience lack of transparency and harmonization in terms of how the grid operation charge is calculated.

Description:

There has been an increase in the demand of obstruction lightning that is only activated when there is air traffic. This is sometimes introduced as a requirement for a wind farm, even though the need for this actually varies and should be further examined in the individual cases. There are radar based solutions for this, however, the Swedish Armed Forces do not accept these solutions thus hindering the development of some farms.

Description:

The electricity certificate system in Sweden is not a very effective support scheme as e.g. the feed-in system (minimum price, SEK/kWh). The system has led to a rapid expansion for some years, but now the rate of development of renewable energy in Sweden is hampered because of low prices of the electricity certificates with subsequent poor profitability. Small-scale energy technologies are primarily affected, in particularly wind power and solar cells. The problem has increased during the past three years caused by falling electricity prices which were not balanced out by sufficient support. In 2015 there was a parliament decision to adjust the demand curve in the system. This will deal with most of the system surplus, which is the main driver for the low certificate prices. With the Energy Agreement from June 2016 there will be a prolongation of the certificate system, and the Swedish Energy Agency has made some suggestions in terms of how the system is run but no decision has been made this far.

The Swedish Armed Forces are questioning the wind turbines in southern Sweden (50% of Sweden's land area is affected) and believes that they among other things can interfere with important radio communications during major accidents (e.g., a serious nuclear accident). Small-scale electricity producers can now set off their production to consumption, without unnecessary costs - but only if the electricity is used directly. If they want to use electricity equivalent to production at a later date, they must pay value added tax, energy tax and certificate fee. Description:

The Swedish national grid has insufficient capacity for a rapid expansion of wind power. In many places in the Swedish countryside is the grid capacity too poor to allow for the connections and integration of today's large wind turbines without first strengthening it. This delays or prevents the development of many wind energy projects. Some reinforcements are already planned, but it is still not enough and not coming fast enough. Description:

The transmission capacity to neighbouring countries, such as Poland and Germany, is insufficient when there is surplus electricity. When the supply of hydropower due to abundant rainfall is good and while the weather is windy, Sweden needs the capacity to export large amounts of electricity to neighbouring countries. This problem also becomes greater over time as wind energy is further expanded, but also to other renewable electricity such as solar and bioenergy. Therefore, the transmission capacities have to be increased. Increased transmission capacity means that electricity prices will increase due to the fact that it will be easier to deliver electricity to other markets with higher electricity prices. This allows increasing profitability for the Swedish electric power, which allows for additional investment in renewable electricity. It gives also greater opportunities to fully utilize wind power and hydroelectric power when it is available. There has been a positive development: a cable between south of Sweden and Lithuania is operational and there is a planned link to Germany to be operational 2025. However, the barrier is still considered relevant as Sweden still needs further development and an increase in transmission capacity to neighbouring countries.

The project developer must have an Environmental Impact Assessment (EIA), and on this basis, confer with the municipality and other parties (community associations and groups, often resistance groups). Description:

The Swedish Armed Forces has the right to demand by the county administrative boards and municipalities that an already given permission and a building permit is withdrawn afterwards. Permission for establishment of wind turbines and building permits for the construction of wind turbines can be appealed after a long time (in some cases years) leading to its withdrawal so that wind turbines and wind farms in operation need to be dismantled. Because of this, wind power planners are discouraged from planning new wind power.

Description:

Sweden reached 50% of RES as they have set as a target for 2020 already in 2012. To get started with reasonable discussions of policy instruments for RES, as well as increased investment and technology development, the Swedish Government has to raise the targets to a sensible level.In June five parties reached a long-term agreement regarding the electricity sector, including a new 2030-target of 18 TWh new renewable electricity production. Description:

Single-family homes in Sweden are to a large proportion provided with direct electric heating. Description:

Since many district heating plants are combined heat and power plants (so-called CHP) the price of electricity and of electricity certificates is one of the major factors of feasibility to produce heat at a competitive price. Revenue from the sale of electricity is therefore very important for the profitability of these combined heat and power plants. As a consequence, one of the most severe barriers, also for renewable energy sources used for heating purposes are the low prices of electricity and of the electricity certificates. In 2015 there was a parliament decision to adjust the demand curve in the green certificate system. This will deal with most of the system surplus, which is the main driver for the low certificate prices. With the Energy Agreement from June 2016 there will be a prolongation of the certificate system, and the Swedish Energy Agency has made some suggestions in terms of how the system is run but no decision has been made this far.

There are a lot of big changes happening in the transport sector around the world: electric cars, autonomous cars, car-sharing. People will probably not own a personal vehicle, but rather share or rent it or consider transport as a service that will be provided by some companies. If the number of vehicles in Sweden will drop (from 4.7 million now), the question arises about the infrastructure: do we still need it, how to finance its maintenance? It is also expected that the energy efficiency will be much higher. There will be a multitude of different fuels instead of 2-3 as it was for the past decades. There will also be much more raw materials that are available to be refined and processed into biofuels. Description:

In the EU the bioenergy is subjected to sustainability criteria plus we have a politics of cascading system, meaning that the use of primary energy sources to process into biofuels or bio-power and heat is not allowed. Only the by-products can be used for these purposes. The Swedish Bioenergy Association advocates the use of primary energy sources as long as they are used in a sustainable way. Under these conditions the usage of primary energy sources, like e.g. wood or crops should be allowed. Sweden has never had such large forests as today and the demand is much lower than the growth. The wood potential in Sweden could be very big and even substitute the import of biofuels (2/3 of biofuels today). EU is against using wood and crop based biofuels. It should be allowed as long as the sustainability criteria are fulfiled. As the food production became so efficient, we have oversupply of a lot of products in Europe, so should think about it how to use the land in most efficient way (both agriculture and forest land).

Description:

The current European standard for petrol - EN228 –limits the use of biofuels, because it allows for the blending of ethanol only to 10% and methanol to 3%. As long as we have this standard it is very difficult for ethanol and methanol producers to have a larger share, unless people would convert their vehicles to run on E85 or pure ethanol or that the engines manufacturers specifically produce E85 fuel-flexible vehicles. The is to some extend also true for other European standards, like diesel EN590, which limits the blending of FAME fuels to 7%. There is no limit for HVO, as long as the specifications of EN590 are kept. This limiting is called the blend wall and means that the share of certain biofuels (like FAME and ethanol) cannot grow as long as these standards exist.

Description:

The average life time of a car in Sweden is between 13-17 year, so the cars that we have now and produce now will still be on the road in 2030. So, although the government plans to have 70% reduction of the carbon emissions from the transport sector in 2030, there will still be costumers that need fuels. Description:

here are plans to adjust support scheme for biofuels. This is however, still not clear how it will look like. This causes uncertainty among investors. The planned change of support scheme from tax exemption to the quota scheme did not take place. The Swedish government has for many years discussed with the European Commission (EC) to introduce a mandate quota, but it was not accepted by the EC, because according to the Commission it is not possible to combine tax exemption with a quota mandate system. So currently the Swedish government is aiming at introducing a pure quota mandate system based on reduction and abolish the tax exemption scheme for biofuels. However, such scheme is not sufficient for high blend biofuels, which need more financial support. There have been some discussions to keep the tax exemption for the high blend biofuels and introduce the quota scheme for the other biofuels. It is expected that the Swedish government will present a proposal on how the support scheme should look like in January or February 2017. The introduction shall then come into effect from the 1st January 2019, because Sweden has the state aid approval from the EC for tax exemption until the end of 2018 for liquid fuels and the end of 2020 for gas fuels (for biogas). The Swedish Bioenergy Association is very much in favor of general support instruments for renewable energy sources, for example the carbon tax. There is a carbon tax on fossil fuels in transport sector, but it’s likely that that will not be the case in 2 years. Because of the position of the European Commission that excludes the combination of quota schemes with carbon taxes. And as long as the EC regards carbon taxes a state aid it will be very difficult to continue to walk that path. However, the quota mandate system is also good, because it is more independent from fossil market prices and the price of fossil oil price does not influence the drive for biofuels. It also helps to predict the future production of biofuels thus helping monitor the fulfillment of the 2030 target (70% reduction of the carbon emissions from the transport sector). Although the goal is considered very good step, the real actions from the parliament are missing. For example, the Swedish government said that Sweden has an ambition to be the first western country in the world to be emissions neutral, but there has not been any decision by the parliament on how to reach that. Only that there will be fossil independent transport sector by 2030. Also, the government is not very clear on the strategy for high blend biofuels. This situation causes uncertainty on the market regarding the future policy instruments for the transport sector and biofuels.
