Description:

The realisation of wind power plant projects in Slovenia is confronted with the very long waiting times for permit approval. Even if a positive decision has been reached it may be revoked or contested by an appeal, further delaying the entire process.

Description:

Under the aspect of environment protection, construction in certain landscapes such as the ones under Natura 2000 or landscapes with a "special environmental value" is prohibited. Even if a site with permitted construction is selected, an assessment of the environmental impact needs to be done. These assessments can lead to considerable delays. Furthermore, an investor needs to wait for the local municipality to change its local spatial plan and, when applicable, the state spatial plan. The behaviour and time delays can vary according to the authorities concerned and the interaction between authorities on various levels.

Description:

Recently, there has been a significant drop of newly installed and connected PV systems in Slovenia (e.g. in 2015, approximately 1.4 MWp were installed and connected to the electricity grid, which means a decline of 80% in newly installed solar power generating capacity as compared to the previous year). This is mainly due to the lack of a tender for the feed-in tariff, which was pending since 2014 (introduced in the end of 2016).

Description:

In Slovenia, state financial support to RES producers does usually not cover pre-investment costs, which negatively affects especially small- and medium-sized RES producers. Small- and medium-sized producers usually depend on the will of local authorities, which prefer to use a district heating system. This means that big district heating systems are more favourable for Slovenia. Lastly it is also hard to convince a single consumer for an alternative energy source - the impulse should therefore come from the energy suppliers themselves (that are state owned) .

Description:

In Slovenia, there is no public discourse on the support for biofuels. The are no other support schemes in transport sector than the tax regulation mechanism and some minor projects on the local level and few pilot projects (usually subsidies supporting electric cars and public transportation buses using gas instead of diesel). There have been no producers of biofuels from waste, residues, non-food cellulosic material or lignocellulosic material in Slovenia in the recent years.
