Description:

Radars of both civil and military aviation are impacted by the rotating blades of wind turbines, which causes difficulty to correctly locate flying objects in contrast to immobile objects or natural obstacles that are not difficult to identify on the radars. Currently, there are a significant share of zones in which the development of wind installations is no longer permitted, as these are so-called “blind-zones” in which no flying objects can be identified. This is limiting for the potential of wind energy in general. In the Netherlands, it was tried to meet the military concerns through a revision of rules, respectively through new calculation methods, which only very partially solved the issue; leaving eventually more problems than expected. In addition, a further approach is foreseeing the installation of an additional radar port in the North of the Netherlands to minimize “blind zones”; still, this solution requires for a substantial financial investment and sufficient realisation time. It is thus questionable if this approach can actually be considered as a suitable short term option

Description:

Local governments until recently did not include solar installations in their spatial planning, which made it difficult for project developers to find enough land available for their projects. Recently, this has shifted slightly and more and more local governments are now including it in their land-use plans, and also having discussions about solar on waste factories and the water for example.

Description:

In regard to the spatial planning there is also an issue for large scale commercial PV installations, which are now again eligible under the SDE+ support scheme. For the installation of these systems, there is a need for a revision of existing land utilisation plans of municipalities through the dedicated spatial planning procedures. This process can be very time consuming and could delay projects decisively, resulting in higher realisation costs for developers and investors. The SDE+ scheme generally calls upon developers of large scale commercial ground mounted installations to use conversion areas for the realisation of systems. In March 2017, Rijkswaterstaat (Public Works & Waterways) and ProRail (maintains the national railway network) released plans to make water and land surfaces available for ground-mounted PV installations. These two organisations plan to work together with Liander, Stedin and Enexis, the local power providers, to boost the ground mounted PV sector. Naturally, the effects of this are yet to be seen. Further, more and more municipalities are currently considering how to incorporate ground-mounted PV installations in their territories. Innovative solutions that are found include on water ways and on waste treatment installations.

Description:

Concerning the financial feasibility of PV development, the zip code model has been introduced a few years ago, easing the process for developers of PV systems to attract private equity for their projects. Under the model, private investors, located with their permanent residences in the same zip code area where the system will be build or in adjacent zip code zones, could invest in a solar rooftop installation and declare their share of the produced electricity as own consumption, deductible from their electricity bill. There are however geographical limitation of the zip code model regarding the involvement of private investors, which are only very partially compatible with the development of large scale commercial installations. Potential investors might not necessarily live close to the foreseen development side, limiting the circle of potential investors. This geographical limitation of the zip code model is thus limiting the development opportunities of solar in the Netherlands in general. Although the geographical limitation has yet to be targeted, tax credits have been added for participants which makes it more attractive.

Description:

With the elections of March 2017, there is a fear that a new cabinet will change the support system once again, as this has happened several times in the past. Interestingly, there is less worry now than before previous elections. The reason for this is the publication of the “Energieagenda” in early December of 2016. It is generally accepted that, with the exception of the PVV, every party is in agreement with the Agenda, and only details are still disputed (e.g. the parties on the left want the transition to be a bit faster than (centre) right parties).

Description:

Although the Energieagenda sets out the long-term plans for the energy transition in the Netherlands, among the industry there is consensus that the agenda fails to specify clear, short-term goals and specifics on the financing of long-term goals. People who disagree with these statements, hold that this is just a broad policy plan and that specifics will follow later. Regardless, in relation to the barrier regarding the “reliability of RES-E strategy and support scheme in light of upcoming elections”, the industry worries that not enough will happen on the short term, which will cause (unnecessary) delays for the energy transition.

Description:

The Dutch government has already announced that the net-metering scheme for small scale solar PV installations is not infinitely available (currently planned until 2020) and will be subject to revisions (foreseen for 2017; it is however to be seen, which effect the latest election will have on this timeline). Considering that the net-metering scheme is the only available (indirect) support for small scale residential PV systems at the moment as well as recalling the impressive impact that this support had on the development of the small scale residential PV sector throughout the last years, a revision or at worst the disappearance of the support scheme might have substantial effects on the development of the solar sector.

Description:

The Dutch government focused throughout the last years intensively on bioenergy and the heating sector, even though there are very limited national biomass feedstock resources. Large shares of the required feedstock have to be imported and is subject to global market prices, which are currently constantly raising. This especially impacted on the development of solar in the Netherlands. While wind energy has always been a central element of the RES-E strategy of the Netherlands, solar energy was for a long time not embraced by the Dutch government as a viable renewable energy source on the short term.

Description:

The modification of rules concerning the cumulating of support scheme options for large solar installations are an issue for the development of this technology. To this end, developers of large scale commercial PV systems are no longer allowed to cumulate the SDE+ support scheme with the EIA tax reduction scheme. This change has resulted in conditions, where most developers opt for the EIA scheme and are excluded from the eligibility of the SDE+ scheme. This restriction of the support scheme options is decisively reducing the financial feasibility of large scale commercial PV systems.

Description:

Banks and other investors are very risk adverse in the Netherlands, in part still due to the financial crisis of 2008, and are still not very keen on financing high risk projects, especially on-shore wind, biomass and geothermal. There is a fear that the access to finance will become a bigger problem for smaller project developers now that the off-shore tenders won by consortia, like the Eneco-Shell consortium, do not need third party investors. These consortia are made up out of big companies that have enough assets to self-fund. This leads to a situation in which it is highly difficult for smaller project developers that are not able to self-fund, to get access to third party funding. The reason for this is that it is more difficult to make a profit on these smaller projects when competing with big self-funded projects, which makes investors even less likely to provide funding.

Description:

Curtailment of renewable energy installations occurs in times of overcapacities; however only at a minor scale. Overcapacities in the Dutch grid are however mainly caused by neighbouring countries, "dumping" excessive power into the Dutch grid and forcing Dutch grid operators to take stabilising measures in form of curtailment. The barrier was in former times primarily reported for Onshore installations; lately, also other technologies are reporting the conditions as barrier.

Description:

The Dutch public, partially fuelled by local environmental groups and certain local and national politicians, shows some NIMBY resistance against Onshore, biomass and geothermal and to a lesser extent also against off-shore wind. For biomass and geothermal, most NIMBY resistance takes place in so-called “buitengebieden”, where greenhouses and farms are in the middle of, mainly luxury, homes. Those resisting against biomass in general conflate the general discussion about the sustainability of biomass and the effects on the local population close to installations with the discussion about the co-firing. That makes that the discussion become very heated and even enters the, unrelated, area of the closure of coal-fired power stations. These broad and grant discussions that often have little to do with the specific project that is protested against, and still means that the project developer has to deal with the delays and financial losses because of the protest. Geothermal is not perceived as negatively as biomass but there is a fear that resistance will increase due to the (gas) drilling related problems in Groningen that have received a lot of media attention. For Onshore some municipalities reject projects, but generally it is not as big a problem as the resistance against other technologies. For off-shore wind these it is naturally coastal municipalities rejected projects, because of the view on the off-shore wind park. Overall, a decrease in resistance can be seen over the past few years for on-shore wind. There is an increase however in the technologies affected. Initially, it was mainly on-shore wind but lately also off-shore wind, biomass and geothermal are resisted.

Description:

Geothermal and biomass project developers struggle to identify third party funders for their projects. One of the reasons for this that there are simply not very many funders available in the country. Furthermore, those available are still very risk averse and for that reason do not provide enough funding.

The question of access to finance for developers in the heating and cooling sector is a further issue. Commercial banks remain generally reluctant to finance renewable projects and show a high-risk aversion towards new technologies and projects. This behaviour is not at least based the experiences of the financial crisis. To this end, renewable heating and cooling projects are equally affected by this shortcoming of private equity.

Description:

The Dutch public is not keen on biomass and biogas projects, partially fuelled by local and national politicians and environmental groups. There is fear for smell issues, and other disturbances in the areas of the installations, among which, the disturbance caused by heavy vehicles transporting the feedstock to biogas installations. Furthermore, the discussion regarding biomass is often linked in with the discussion of phasing out fossil fuels, which is not favourable. Many environmental groups us the example of co-firing of biomass in coal fired power stations and their related argument that all coal fired power stations need to be shut down, to create a bad image for biomass in general. This has knock-on effects to other biomass projects completely separate from coal-fired power stations. This NIMBY resistance is further linked to the bad sustainability image of biofuels which in the past gained a lot of attention, because feedstock for 1st generation biofuels can also be used to feed people. These separate, but related, discussions have led to substantial resistance against biomass and biogas.

Description:

Although the Energieagenda lays out long term plans for the energy sector quite well, there is a fear that it is too focused on the long term. That means that the short, and to a lesser extent medium term, plans suffer from generality. Especially for SDE+ this is most likely to be a problem. The agenda only states that it will be rolled out further after 2023 but does not include any details.

Description:

The Dutch government has been focusing in the last few years on large-scale H&C projects, which means that household scale projects have suffered. Until early 2016, there was no specific subsidies available for H&C solar or geothermal projects on the household scale, which meant that only very few people actually started these projects. For the sector this meant Since 2016, there is the ISDE subsidy that specifically targets household scale projects, to ensure that there will be a more equal balance between support for large scale projects and smaller scale projects.

Description:

As the SDE+ is only awarded after projects have been realised and are operating, the developer has to pre-finance a substantial amount, while at the same time being exposed to a high share of uncertainty. Firstly, the developer cannot be sure if he/she is awarded subsidy at all. Secondly, there is an additional uncertainty regarding the exact awarded amount of support. Under these circumstances, developers might be reluctant to make the required investments.

Description:

A consistent policy for the support of renewables is essential in order to stimulate new clean technologies. In the past however, every new cabinet in the Netherlands introduced its own support scheme and strategy and adapted or stopped previous ones, resulting in conditions, where a long-term planning concerning the revenue stream was difficult for investors and developers. For the transport sector, the issue consists in particular regarding the available tax benefits, which are provided to support the roll-out of renewable transport technologies and sources. In this regard, tax discounts were revised on a few year bases, making long term planning highly difficult and putting severe constraints at the calculations of revenues, respectively of amortisation periods of investments. At times, even a cycle of three to four years cannot be definitely forecasted regarding the development of tax incentives for the transport.

Description:

The renewable transport sector in the Netherlands is currently missing a holistic approach. That is, action is happening related to different technologies, e.g. only for electric vehicles or only for biofuels, but the separate actions are not linked enough. A holistic approach would benefit the industry as a whole, because it will allow all parties to make longer term plans. This barrier is closely linked to the barrier titles ‘Too many governmental departments involved and lack of a department driving the transition’. After all, the creation of a holistic approach is made extra difficult because there is not one governmental department driving the energy, and specifically the transport, transition.

Description:

Currently, every specific technology is in the responsibility of a different governmental department. Electric vehicles fall within the competency of the Ministry of Economic Affairs – Ministerie van Economische Zaken, while hydrogen and biofuel vehicles fall within the competency of the Ministry of Infstrastructure and the Environment – Ministerie van Infrastructuur en Milieu. Other ministries and governmental agencies, including the Netherlands Enterprise Agency – Rijksdienst voor Ondernemend Nederland (RVO), are also involved too larger or lesser extent. The fact that so many different authorities are involved makes it more difficult for the transport transition to have an overarching strategy and goal to work towards.

Description:

In 2014, the Brandstofvisie – Fuel Vision – set out the transition for the transport sector and included all technologies: electric vehicles, biofuel vehicles and hydrogen vehicles. However, the industry feels that the civil servants within the responsible ministries selectively decide to focus on electric vehicles (EVs) to the detriment of the other technologies. This accusation is strongly denied by the Netherlands Enterprise Agency – Rijksdienst voor Ondernemen (RVO) who do not recognise this issue and find that the Brandstofvisie is adhered to. In other words, RVO does not recognise that biofuels and hydrogen do not get the attention that EVs do get. It should be pointed out however that only EVs fall within the competence of RVO while hydrogen and biofuels fall within the competence of the Ministry of Infrastructure and Environment – Ministerie van Infrastructuur & Milieu.

Description:

First generation biofuels have been very controversial, and faced a lot of public criticism, because the crops can also be used as food crops. In a world in which people are still hungry, people found it unacceptable to use food crops from the Global South that could feed people in the countries where they were grown, were exported to the countries like the Netherlands and used as fuel. This problem has led to policy makers in the Netherlands – and in other places, including the EU headquarters in Brussels – to only allow a small percentage of first generation biofuels (see for example the vote of the European Parliament on the phasing out of first generation biofuels by 2020 in February of 2015). The industry feels that these moves are highly unnecessary, and would like to see a complete ban on the first generation. The industry has already moved to second generation, and would like the legislator in the Netherlands and also the EU to focus on supporting the second generation biofuels, instead of using their means to work on a generation that is no longer used by the industry.

Description:

Third party investors are still hesitant to invest in Electric Vehicles (EVs), as they perceive it to be too risky. This hesitation is partially still based on the 2008 financial crisis, but mainly also on the public perception of EVs and the hesitation of Parliament to provide a purchase subsidy for EVs. The latter two reasons make that the growth of the technology over the next few years is not readily accepted by the investors, despite the trends showing that as a technology EVs will see a significant grow over the next few years.

Description:

The Dutch public still considers Electric Vehicles (EVs) to not be a reliable means of transport. They consider EVs to only be suitable for short distances, they consider that there are not enough charging stations across the country, and that EVs are only available for the higher market segment. This perception of EVs makes that people are hesitant to purchase one, despite these claims arguably being outdated and not completely accurate anymore.
